Oyodo was the only member of her class to be completed. The idea was the same as the Tone-clss to extend the scouting range of cruisers by carrying sufficient planes to keep a distant watch for an enemy. Aircraft carriers could perform the same function with wheeled aircraft than the seaplanes and float planes carried by cruisers and so the main objective of scouting rendered specialist cruisers redundant. Oyodo was completed to act as a mother ship to a group of submarines but was only used as a conventional light cruiser during WW2.
