Having converted Battleships and Battlecruisers to Aircraft Carriers under the Washington Treaty, most navies found themselves short of tonnage under the limits of the Treaty to build more Fleet Carriers. This was Japan's solution and it was not a success. Ryujo was sunk in the battle of the Eastern Solomans in August 1942.
