Kasuga and Nisshin were building in Italy for Argentina and were bought to strengthen the Japanese fleet for the coming war. They were armed and armoured to the strength of a second class battleship and they were used as such by the Japanese. Both ships served as auxiliaries after WW1 and (nearly) survived WW2.
