The Japanese Maritime Self-Defence Force have always wished to be seen as having ships and tactics that are defensive by design. Minelaying is seen as essentially defensive and not something that the Imperial Navy had ever used but the tactic and this ship was considered to be ideally suited to the ethos of self-defence.
