I.W Baldwin & company were active in the Forest of Dean coal industry, being recorded as leasing the Harrow Hill Colliery near Drybrook in the early 1920s and Addis Hill Colliery in the early 1930s in addition for acting as coal factors for other Forest of Dean collieries and agent for East Cannock Colliery (Staffordshire).
Wagon number 15 was one of two wagons ordered on redemption hire over seven years and photographed before delivery from the Gloucester Railway Carriage & Wagon Co. works in October 1906. A further six 10-ton second hand wagons were leased by I W Baldwin in April 1908 on similar seven year terms, with repair contracts being renewed into 1922.
Another new wagon was recorded by the Gloucester company photographer in January 1910 as fleet number 22 was completed, this time in a livery of chocolate brown and with simpler lettering which will likely form the basis for a future model.

It is unclear when I W Baldwin ceased trading, however the company owed money to the Crawshays in the mid-1930s, possibly due to the economic depression making it difficult to sell all of the coal the company had contracted to take as factors, offering a car and colliery plant as part settlement.
