Developed from a late 1930s design for a heavy industrial shunting engine the Hunslet company received orders from the War Department for a standard design of basic and robust shunting engine for wartime service. The locomotive was to be as simple as possible for ease of maintenance and built using the minimum of materials or specialist methods.

The 'austerity' 0-6-0 saddle tank engines proved highly successful. Having been built with 'branchline' type service in mind to move short trains around large depots after the end of the war near-new locomotives were snapped up by the coal mining and iron/steelĀ companies and new 'Austerity' tank engines were being ordered into the 1950s. Needing a number of new shunting engines the LNER purchased 75 'Austerities' in 1946, insteadĀ of building engines to their own design, leading to the entire type being known widely by the LNER class of J94. In addition to widespread industrial service around 70 of these engines have been preserved, with many of them active every year.
